Fire Observer Placement Limitations

There no limitations on a placement of a VBS3 Fire Observer, other than those that would normally be imposed on that unit by VBS3. Obviously, the scenario should be designed so that the Fire Observer is able to observe the target area, although VBS3Fires does not strictly enforce this.
